NSW Mobile Phone Laws: A Survival Guide for L & P Plate Drivers (2026)

​The Golden Rule: The Total Mobile Ban

​In NSW, there is a total ban on mobile phone use for all Learner, P1, and P2 licence holders while driving.

​Unlike fully licensed drivers, you are not permitted to use any function of your phone, even if it is secured in a mechanical cradle or connected via Bluetooth. This includes:

  • Calls: No making or receiving calls (even on speaker or hands-free).
  • Music: No playing music, Spotify, or podcasts from your phone.
  • Navigation: No using Google Maps or Apple Maps on your phone.
  • Texting/Social Media: No texting, emailing, or scrolling while stopped in traffic.
  • Digital Car Keys: You cannot use your phone to access digital driver's licences while the vehicle is in motion.

Important Note on Bluetooth: Even if your phone is hidden in the glovebox and connected via Apple CarPlay or Android Auto, it is still illegal for L and P platers to interact with these systems in NSW.

 

​What IS Allowed?

​While the phone is off-limits, there are a few legal ways to navigate or handle essential tasks:

    1. Built-in GPS: You may use a navigation system that is integrated into the vehicle's dashboard (not a phone-based system).
    2. Standalone GPS Units: Dedicated devices (like a Garmin or TomTom) are legal, provided they are mounted in a cradle that does not obscure your view.
    3. The "Parked" Rule: You can only use your mobile phone if your vehicle is legally parked (this does not include being stopped at traffic lights).
    4. Digital Wallet (Drive-Thrus): You may use your phone for a transaction (like Apple Pay) only when the vehicle is stationary and off the road, such as in a car park or drive-thru.
